On September 3, 2019, the Roseburg City Council recognized Sheppard for 10 years of service in the department.[3]

2021 Arrest of Lacy Mulholland

Department Response

An internal investigation determined that Sheppard used excessive force and lied about it. A city official said that disciplinary actions and the results of an internal administrative investigation do not have to be made public.[1]

On August 16, 2021, Sheppard was terminated.[1]

Legal Action

Sheppard was charged with official misconduct, a misdemeanor.[1]

Sheppard's lawyer stated that Sheppard plans to plead no contest and enter a six-month diversion program. At the end of the program, the charge would be dropped and erased from his record.[1]
