2021 Death of Leonard Popa

On March 18, 2021, Popa made suicidal statements to someone who called police to make a welfare check. Brennan and another officer responded and found Popa sitting on his bed. Popa told police that he had a handgun within reach and, disobeying orders from the officers, reached for the weapon. Brennan shot Popa, killing him.[3]

Officers in the department had not been issued body-worn cameras at the time of the incident.[3]

Response Timeline

Brennan was suspended while criminal and administrative investigations were performed.[3]

On December 21, 2021, prosecutors stated that the shooting was justified as Brennan thought "his life was in danger".[4]

2021 Domestic Violence Arrest

On December 6, 2021, officers responded to a domestic assault complaint. The victim, also a police officer, claimed that she and Brennan were arguing about their relationship, and that he chest-bumped her and refused to let her leave.[1][4]

The department started an investigation into the allegations.[1]

Brennan and the woman were suspended with pay, and their police powers were suspended.[4]

Brennan was charged with second-degree assault and false imprisonment.[1]

Brennan filed second-degree assault and destruction of property charges against the woman.[4]

In April 2022, Brennan and the woman were acquitted of the charges against them. The judge found there was not enough evidence for a conviction as neither party would testify.[4]
