Overview

On August 5, 2021, Hartford Vermont Police Department Corporal Eric Clifford responded to a call by a resident saying Howard was outside his house and would not leave. When Clifford arrived, Howard refused to comply with his orders and advanced on Clifford. Clifford used pepper spray on Howard, but it was ineffective. Howard punched Clifford in the head and tried to strangle him. Clifford shot Howard at close range, killing him.[1][2][3]

Investigators found the shooting to be lawful because Clifford believed he was in imminent danger of being killed.[2]
