2022 Life Saving Award

In February 2020, Roper and another officer received the agency's Life Saving Award for working with a doctor to revive a woman who stopped breathing while being driven to the hospital.[3]

2019 Vehicle Accident

On February 16, 2019, Roper was responding to a call for assistance. Roper crashed into another squad car, causing "extensive" damage to both vehicles and injuring the other driver.[4]

2021 Vehicle Accident

On May 22, 2021, Roper drove through a stop sign, striking another vehicle. Roper "did not recall seeing the stop sign nor did he recall any events that led up to the crash".[4]

2021 Vehicle Accident

On December 29, 2021, Roper received a phone call from a Dodge County Minnesota Sheriff's Office trooper, was requested help in serving an order for protection. Roper did not notify his dispatch or create a tracking event, as required. Roper was driving 77mph in a 55mph zone in icy and snowy conditions when he struck a deer.[4]

2023 Vehicle Accident

In April 2023, Roper attempted to catch up to a speeding driver, reaching speeds over 90mph. Roper did not use his lights or sirens. Roper lost control on an exit ramp and crashed.[4]

2024 Death of Olivia Flores

On May 18, 2024, Roper attempted to stop a vehicle for a traffic offense. Roper reached speeds of 83mph in a 40mph zone. Witnesses claimed that Roper drove without lights or sirens. A vehicle turned across Roper's lane and was struck by Roper.[2]

Flores, a passenger in the vehicle, died at the hospital.[5]

Roper was placed on paid administrative leave.[2]

The Rochester Police Department (RPD) opened an investigation.[5]

On June 20, 2024, the RPD finished their investigation and sent the results to the County Attorney.[5]

On July 9, 2024, the Olmsted County Attorney's Office charged Roper with second-degree manslaughter, criminal vehicular homicide, and criminal vehicular operation.[2]

On September 3, 2024, Roper was no longer employed by the agency.[6]
