News footage with partial surveillance video

On January 26, 2023, Huntington Park California Police Department officers were called to a stabbing where the assailant was described as having dismounted from a wheelchair before running to the victim and stabbing him. Officers encountered Lowe a few blocks away, in his wheelchair and in possession of a large butcher knife. Lowe ignored the officers' commands. As officers approached Lowe, he exited his wheelchair and moved down the sidewalk. Lowe turned and seemed to start to throw the knife. Officers tased Lowe twice, with no result. Officers shot Lowe, who was declared dead at the scene.[1][2][3]

The officers were placed on paid administrative leave.[2]

The Huntington Park police, the Los Angeles County Sheriff's Department's Homicide Bureau, and the Los Angeles County District Attorney's Office are investigating the shooting[4]

On February 2, 2022, the family filed a claim against the city, which is required before a lawsuit is filed.[1]
