2013 Arrest of Loraine Greer

On August 28, 2013, Barnard and other officers were called to a business where Greer was threatening to shoot the owner. The 83 year-old Greer pointed a handgun at Barnard, who showed "tremendous restraint" in not shooting her.[7]

Greer was arrested for pointing a firearm, intimidation with a deadly weapon, and criminal mischief.[7]

2021 Neglect of Duty

On November 7, 2021, Barnard and another officer responded to a burglary in progress. They discovered an intoxicated man who was trying to break into an apartment complex. The suspect was Barnard's brother, Brayden Barnard. Officer Barnard did not arrest his brother, choosing to take him home instead.[3]

Barnard did not conduct interviews or file paperwork for the call, and told the other officer there was no need for paperwork or charging information. No record of damages, witness or victim statements, or incident reports were filed.[3]

Response Timeline

A witness brought the case to the department's attention, which triggered the Indiana State Police to investigate.[3]

The town marshall recommended that Barnard be fired for neglect of duty, failure to enforce the law, failure to be alert, conduct unbecoming an officer, and violating the oath of office.[3]

On March 29, 2022, the city council held a disciplinary hearing and voted to suspend Barnard for six months.[3][8]
