2017 Deaths of Lisa Saenz and Albert Douglas
In August 2019, an informant told Officer Esteban Montenegro that Riser had paid for the separate 2017 killings of Saenz and Douglas.[5]
In March 2021, Montenegro presented evidence that Riser had been in the area where the murders were committed.[5]
Response Timeline
On March 4, 2021, Riser was charged with two counts of capital murder.[1]
On March 9, 2021, Riser was fired.[2]
Montenegro later admitted that Riser was in the area at a different time than when the murders were committed.[5]
On April 7, 2021, a judge dismissed the case against Riser for lack of probable cause.[6]
On December 16, 2021, Montenegro was placed on administrative leave.[7]
On March 23, 2022, Montenegro was charged with two felony counts of tampering with records and a misdemeanor count for perjury.[7]
On May 5, 2022, Riser filed a lawsuit alleging that Montenegro violated his civil rights by falsely arresting and jailing him.[5][8]
On February 24, 2023, a grand jury declined to indict Montenegro.[5]
An internal investigation remains open.[5]
In July 2024, the city agreed to pay Riser three years of back pay and offered to reinstate him.
