On February 25, 2019, Cooper used pepper spray, punched, and used a headlock against Pegues, who was not being aggressive or resisting.[3]

On January 13, 2021, Hester filed a lawsuit against the county and several deputies for violation of his civil rights under the First and Fourteenth Amendments and use of unnecessary and excessive force.[4]
In March 2023, the lawsuit was settled.[4]
