2023 Jail Conduct
On February 7, 2023, Franklin was working at the jail when an inmate asked her to open a door so that he could move to a different zone. After Franklin opened the door, the inmate and several others entered the cell of another man and punched, kicked, and stabbed him. Franklin witnessed the attack and did not intervene. When the attack was over, Franklin escorted the inmate back to his zone.[1][3]
Franklin got cleaning supplies and attempted to wipe up the victim's blood.[3]
The incident was captured by security cameras.[3]

On February 28, 2023, Franklin was charged with cruelty to inmates, reckless conduct, tampering with evidence, simple assault, and four counts of violation of oath by a public officer.[1]
