In 2022, the newly-elected Sheriff Scottie Maples "discovered many unnerving and possible criminal activities by Jamey Noel", and requested that the Indiana State Police investigate. Maples discovered a "secret recording device" in the assistant chief's office that "led directly" to Noel's office. Maples learned that Noel had ordered several sheriff's office employees to "work and perform maintenance on his personal property, investment properties, and business properties" during their work hours.[8]

Response Timeline

On August 16, 2023, Indiana State Police (ISP) served warrants on Noel's home.[9]

In the affidavit used to secure the warrants, investigators mentioned military equipment that belonged to the department that Noel may have kept and sold. Noel may have sold county vehicles and equipment to another person and at auction.[10]

On November 8, 2023, Noel was arrested and charged with 15 felonies, including corrupt business influence, obstruction of justice, five counts of theft, four counts of ghost employment, and four counts of official misconduct.[8]

On November 29, 2023, nine additional warrants were issued for property belonging to Noel and others. Noel is alleged to have used funds raised by the jail's commissary to pay over $265,000 in consulting fees to the former Sheriff.[11]

In December 2023, the ISP served an additional warrant, extending the investigation to a small airplane. It was reported that Noel was using county money to fuel his private plane.[12]

On December 27, 2023, the ISP reported that Noel made child support payments using money from the Volunteer Fire Fighter Association, which he owns. Noel also gave the woman a $21,000 vehicle that was previously registered to the Association.[13]

On February 1, 2024, Noel was additionally charged with 10 counts of felony theft and tax evasion.[14]
