2023 Death of Michael Owens

Critical Incident Community Briefing

On April 28, 2023, Garcia was called to an apartment building to assist firefighters with an "uncooperative subject". When Garcia arrived, Owens had barricaded himself in a communal bathroom. Garcia pleaded with Owens to surrender and get help. Owens exited the bathroom with a large knife, and advanced on Garcia while ignoring orders to drop the knife. Garcia fired at Owens, who fell to the ground. Owens was able to stand up and reached for Garcia who fired again. Owens was treated at the scene.[1]

On April 30, 2023, Owens died at the hospital.[1]

The incident was captured on Garcia's body-worn camera and by security cameras.[1]

Response Timeline

The California Department of Justice will conduct an independent investigation of the shooting, which is required under state law for officer-involved shootings of unarmed individuals.[3]

Garcia was placed on administrative leave.[1]

On May 9, 2023, the body-worn camera footage was released.[1]
