2021 Improper Conduct
In July 2021, while working in corrections at the Core Facility Community Programs Unit, Payne told a specific inmate that he looked like George Floyd and asked him to say "I can't breathe."[2]
Department Response
Payne's supervisor heard the statement and told Payne that it was inappropriate. Several inmates also heard the remark and one filed a complaint.[2]
On August 26, 2021, Payne was fired after a review by the Internal Affairs department determined that his actions violated a policy on improper conduct.[2][3]
