2014 Domestic Violence

On September 13, 2014, Cowan got into an argument with his girlfriend at a bar. The argument moved to the parking lot, where Cowan hit the woman with his car, bruising her leg.[2]

Response Timeline

Cowan was reassigned and had his police powers suspended.[3]

Cowan was charged with fourth-degree assault for domestic violence resulting in a minor injury.[3]

On September 17, 2014, Cowan pleaded not guilty.[4]

2021 DUI

On November 27, 2021, Cowan was seen running a red light, speeding, and hitting another vehicle. When police arrived, they reported that Cowan was having trouble standing, smelled of alcohol, had slurred speech and other signs of intoxication.[2]

On November 29, 2021, Cowan resigned.[2]

Response Timeline

Cowan was arrested and charged with second-degree Disorderly Conduct, first-degree Operating a Motor Vehicle While Under the Influence of Alcohol, and Leaving the Scene of an Accident.[2]
