Overview

Critical Incident Video

On January 20, 2023, San Diego California Police Department officers Christopher Aguilar and Jacob Meyers stopped De Arman's vehicle for a lighting equipment violation.[1]

Officers claimed to smell marijuana, and De Arman told officers that there was marijuana in the vehicle. Officers stated that they needed to search De Arman's car. A search of police databases showed that De Arman had prior charges for being a felon in possession of a firearm. As officers attempted to remove De Arman from the vehicle, he drove off.[2]

De Arman stopped after two blocks, exited his vehicle with a handgun, and fired two rounds at officers. The officers returned fire, striking De Arman.[1]

De Arman dropped the handgun as he fell, and did not move away from it as ordered by police. A K-9 was used to move De Arman away from the handgun.[3]

Officers provided medical aid until paramedics arrived. De Arman died at the hospital.[1]

The incident was captured on officers' body-worn cameras and a business's surveillance camera.[2]

The officers were placed on administrative leave.[1]

On January 26, 2023, the department released part of the body-worn camera and surveillance video from the incident.[1]

On March 29, 2024, the San Diego County District Attorney determined that the encounter did not violate any state laws, concluding that the initial stop, inability to use less-than-lethal options, inability to de-escalate, and the shooting itself were reasonable due to De Arman's "sudden and violent actions" that created "an imminent threat of death of serious bodily injury".[4]
