2021 Vehicle Damage

On October 22, 2021, Garland was returning home after attending a work-related meeting at a restaurant when he damaged his city vehicle. Garland reported the damage the next day, and claimed that he had hit some debris.[3][2]

On December 28, 2021, Garland retired.[3]

Response Timeline

On October 25, 2021, an internal affairs investigation was opened.[3]

The internal investigation found Garland's statements to be "inconsistent, incomplete", and "untruthful", and found him to be in violation of several department policies. The Police Chief intended to fire Garland before his resignation.[2]

On December 1, 2021, Garland was placed on paid administrative leave.[3]
