Incident Reports

2021 Death of Zonterious Johnson

On January 17, 2021, several officers were performing an inspection inside a local bar when multiple gunshots were fired outside. When officers went outside, they saw Johnson exchanging gunfire with another person. Ronan identified himself as a police officer, ordered Johnson to stop, and pursued him when he fled.[3]

Ronan entered an alleyway and saw Johnson holding a gun. When Johnson "produced the barrel of the weapon", Ronan shot him.[3]

Officers rendered aid. Johnson died at the hospital.[3]

The incident was captured by Ronan's body-worn camera.[3]

Response Timeline

The shooting investigation was turned over to the Oklahoma State Bureau Of Investigation (OSBI).[3]

In April 2021, the District Attorney cleared Ronan of wrongdoing.[3]

Response Timeline

On December 6, 2021, Ronan was placed on administrative leave.[4]

On January 7, 2022, after the department completed their own internal investigation, Ronan was fired.[2]

On May 6, 2022, the District Attorney determined that "the shooting of Quadry Sanders was not justified" and charged Ronan with first-degree manslaughter.[2][5]

Ronan appeal his termination, and an arbitrator ruled that he acted within his training and must be reinstated with back pay. The agency can appeal.[6]

The charge against Ronan was reduced to shooting with intent to kill after it was determined that the bullets he fired did not strike Sanders.[7][8]

A judge denied the officers' "Stand Your Ground" defense, saying that their use of force was not to prevent great bodily harm, as Sanders had not shown a weapon or attacked the officers.[8]
