2020 Death of Mubarak Soulemane

On January 15, 2020, it was reported that Soulemane carjacked a vehicle. Soulemane led police on a chase before troopers were able to stop the vehicle. West Haven Officer Robert Rappa broke one of the vehicle's windows, and Trooper Joshua Jackson deployed their stun gun, which was ineffective. Soulemane displayed a knife, prompting North to shoot him.[3][1]

Officers rendered medical aid until paramedics arrived. Soulemane died at the hospital.[1]

The incident was captured on officers' body-worn cameras and in-vehicle cameras.[3]

Response Timeline

On January 17, 2020, the department released the body-worn camera video.

On February 20, 2020, Soulemane's family filed a claim, which is the precursor to a lawsuit.[4]

On November 3, 2021, the state's Office of Inspector General took over the case.

On December 23, 2021, Soulemane's family filed a lawsuit against the city and the officers.[4]

In April 2022, the state's Office of Inspector General found that "neither [North] nor any other person was in imminent danger of serious injury or death" and that "North's use of deadly force was not justified under Connecticut law".[1]

On April 19, 2022, North was arrested and charged with manslaughter.[3] North faces 5-40 years in prison.[5]

North was placed on leave.[3]

In June 2022, North pleaded not guilty.[6]

On March 15, 2024, a jury found North not guilty.[6]
