2022 Neglect of Duty

On January 27, 2022, Murray and Officer Joshua Lutz responded to a call from Robert Palmer that he had been threatened by Jamal Smith, who might have a gun. The officers decided the incident was mutual between the parties, did not investigate the reported gun, and closed the call.[3]

Later that evening, Murray stabbed and killed Palmer.[3]

Murray was placed on administrative duty.[4]

On January 17, 2023, the Maryland Attorney General released their review of the incident, and claimed that voluntary manslaughter charges could be brought against Murray. The decision to charge offenders rests with the city's prosecutors.[4]

In January 2023, the Baltimore City State's Attorney declined to bring criminal charges against the officers, stating that they were in a "life threatening situation" and acted "reasonably and lawfully" when they fired at the vehicle.[4][5]
