Overview

On December 10, 2021, Antioch California Police Department officers responded to reports of a man shooting at houses and cars as he walked through a neighborhood. When officers arrived and encountered Zavala, he entered a house.[1] Zavala barricaded himself in the house for several hours, occasionally firing a rifle at officers, houses, and cars.[2]

During the standoff, a fire broke out in the house, and Zavala exited to the backyard.[2] Eric Rombough, Sergeant Theodore Chang, Detective Ryan McDonald, and Officer Scott Duggar shot, having been told by a police helicopter that Zavala appeared to be holding a pistol.[1][3]

Zavala died at the scene and was found to be unarmed.[2][3]

The California Department of Justice will conduct an independent investigation of the shooting, which is required under state law for officer-involved shootings of unarmed individuals.[4]
