Rombough was often deployed as an operator of a "40mm less than lethal launcher". From November 2020 to August 2021, Rombough shot at least 11 subjects, some at close distances and striking potentially lethal body areas, in violation of department training.[5]

On August 16, 2023, a federal grand jury claimed that the officers "conspired and agreed together and with each other... to injure, oppress, threaten, and intimidate residents of Antioch" and indicted the officers for Conspiracy Against Rights and Deprivation of Rights Under Color of Law.[5]
On August 25, 2023, the state Commission on Peace Officer Standards and Training (POST) temporarily suspended Rombough's certification, citing Criminal Proceedings Pending - Egregious or Repeated Acts that Violate the Law.[6]
On May 8, 2024, Wilson and Smith filed a civil lawsuit against Wenger, Rombough, Amiri, and the city for violating their rights under the Fourth and Fourteenth Amendments of the U.S. Constitution.[7]

Response Timeline
The California Department of Justice will conduct an independent investigation of the shooting, which is required under state law for officer-involved shootings of unarmed individuals.[8]
In May 2024, the state released their report, finding that the officers acted reasonably to eliminate the deadly threat posed by Zavala.[9]
