Incident Reports
2021 Death of Shannon Wilcox
On July 8, 2021, Wilcox's girlfriend called police to report that he was firing a gun into the air and had fired at her feet. The initial responding officers attempted to get Wilcox to drop the handgun. Cummings arrived and armed himself with a "less lethal" shotgun. Cummings fired several beanbag rounds at Wilcox, who was not affected and became more agitated. As Wilcox pointed his gun at the officers, Maine State Police Lieutenant Brian Harris attempted to fire his rifle, but it malfunctioned. Cummings fired his service weapon, striking Wilcox.[5][6]
Officers rendered aid. Wilcox died.[6]
The incident was captured on officers' body-worn cameras.[7]
Response Timeline
On July 18, 2023, the state Attorney General found that Wilcox was threatening deadly force and Cummings acted in defense of himself and others.[7]
