1994 Arrest of Ulises Rodriquez
Paige responded to a call of gunfire. Paige encountered Rodriquez, whom he arrested. Rodriquez was released without being charged, but filed a complaint that $1,200 had been seized by Paige and never returned. Rodriquez later withdrew the complaint and refused to participate in the internal investigation.[1]

Paige and another officer responded to a call of a "group of Hispanic males armed with a gun". Officers detained Carlos Torres, who alleged that he had been struck by both officers.[1]

Torres' complaint of physical abuse was not sustained but Paige's commanding officer recommended that he be dismissed. Paige was found guilty of making a false statement in an investigation.[1]

On June 12, 1995, Paige was charged with violations of the Disciplinary Codes for sleeping on duty and engaging in outside employment without permission.[1]

2007 Sexual Assault of James Harris
On March 16, 2007, Paige was on duty and found James Harris while driving in a local park. Paige told Harris to sit in the passenger seat of the cruiser and drove him to a remove area of the park, where he forced Harris to give him oral sex. Harris collected some DNA evidence that he provided as part of the investigation.[2]

On April 30, 2007, Paige was arrested and charged with assault, indecent sexual contact, kidnaping, false imprisonment, and unlawful restraint.[1]
On May 15, 2007, Paige was formally dismissed from the department.[1]
On June 5, 2007, the internal affairs investigation sustained the allegation against Paige.[1]
Paige was acquitted of the criminal charges. The judge ruled that the sexual encounter had occurred, but that it had been consensual. Paige explained the DNA evidence by suggesting that Harris had collected an old condom of Paige's, as he often had sex with women in the area.[2]
The Fraternal Order of Police union filed a grievance to get Paige reinstated.[1]
On May 7, 2008, Harris filed a federal civil rights lawsuit against Paige.[1]
On March 30, 2009, an arbitrator ordered the city to reinstate Paige after a 30-day suspension.[1]
On May 9, 2011, in a memorandum from a judge on the case, it is noted that Paige testified at his disposition that no sexual act occurred, but later argued in a motion to the judge that the sex was consensual.[1]
In 2012, a jury ordered Paige to pay Harris $165,000 for "invasions of [Harris'] bodily integrity."[5][2]
