2024 Arrest of Carl Soto

On August 29, 2024, Almaguer stopped Soto for a license plate violation. Soto was argumentative and demanded a supervisor. Almaguer opened the vehicle door and threatened to Tase Soto. Soto told Almaguer that he had a spinal injury and needed his canes to exit the vehicle. Almaguer pulled Soto from the vehicle to the ground and knelt on this back. Almaguer handcuffed Soto and placed him in a police vehicle.

Soto was cited for the license plate violation and charged with resisting an officer.

The incident was captured on Almaguer's body-worn camera.

Response Timeline

On October 25, 2024, Soto pleaded No Contest on the license plate violation and the charge of resisting arrest. Soto agreed to apologize for the verbal altercation and serve up to 6 months of probation.[1]

On April 4, 2025, Soto sued the Sheriff, Almaguer, and Sergeant Orlys Oquendo for violating the Americans with Disabilities Act, use of excessive force, and false arrest. Soto claims that Almaguer and Oquendo turned off their body-worn cameras to have a private conversation at the scene. ‎

2025 Arrest of Sandra Zikry

On June 25, 2025, Almaguer pulled over Saher Zikry for speeding. During the stop, Saher's sister Sandra approached. Almaguer asked Sandra to leave the scene, but she refused and said, "I ain't gonna do sh--". Sandra's husband approached, also refused Almaguer's orders to leave, and said, "You're lucky I don't have a gun in my hand".[2]

Almaguer handcuffed Sandra, and drew his Taser on her husband, who continued to refuse orders.[2]

Florida law requires that people stay 25' away from police officers who are conducting official business. Sandra admitted to being less than 25' away.[2]

Sandra claimed that officers "threw [her] in the car" and that she hit her head and "sustained wrist injuries".[2]

The incident was captured on body-worn camera.[2]

Sandra, who officers claimed intentionally brought her child to the scene child, called 911 while in the back of the patrol vehicle. Sandra was charged with child abuse, obstructing a first responder, and misuse of the 911 wireless system.[2] Sahir and Sandra's husband were also charged.[3]
