Incident Reports

2025 Shooting of Levi Coltey

On February 21, 2025, an officer attempted to stop Coltey for speeding. Coltey stopped, but refused the officer's instructions before driving away. Coltey led officers, including Noorigian, on a chase, driving erratically, speeding, and driving in the oncoming lane. Another officer forced Coltey's car to the side of the road. When Noorigian approached, Coltey leaned to the passenger side before turning to face Noorigian. Noorigian, thinking Coltey was armed, fired, striking Coltey in the shoulder.[3][4]

Coltey continued to ignore officers' commands. Several minutes later, officers removed Coltey from the vehicle and rendered aid.[4]

The incident was captured on in-vehicle cameras.[4]

Coltey was not armed.[3]

Coltey was charged with reckless conduct with a deadly weapon, resisting arrest and disobeying an officer.[5][3]

Response Timeline

The New Hampshire Attorney General's office will conduct an investigation, which is required under state law for officer-involved shootings.[3]

By February 25, 2025, the charge of reckless conduct with a deadly weapon was dropped.[5]

On August 19, 2025, the Attorney General's Office determined that the shooting was justified as the officed believed "that imminent deadly force is about to be used".[3]
