2022 Scene Management

On October 27, 2022, Shields was dispatched to a car crash where both drivers were transported to the hospital by EMS. Shields was initially given the severity of the injuries by the EMS team, and they were not severe enough to take measurements of the accident scene. A few minutes later, EMS increased the severity level to where measurements would be required. As the vehicles were being cleared, another officer notified Shields of the change in severity. This conversation was recorded on a body-worn camera. Shields ignored the update and continued to clear the scene.[2]

Shields claimed that he was not aware of the change in severity while at the scene, which was contradicted by the video.[2]

Response Timeline

On February 13, 2023, the Kansas Commission on Peace Officers' Standards and Training (POST) revoked Shields' law enforcement certification for using "false or deceptive statements". Shields requested a hearing.[2]

On May 22, 2023 - the day before the scheduled hearing - Shields agreed to surrender his certification and not to reapply for five years.[2]
