2024 Misconduct
Baer was investigated for misconduct, including harassment, intimidation, retaliation, threats of discipline, misuse of position, improper expenditures, failure to adhere to deadlines, and timekeeping violations.[5]
Response Timeline
On March 11, 2024, Baer was placed on administrative leave.[6]
On April 10, 2024, the city council approved a separation and release agreement with Baer. In exchange for his resignation, the city will drop its investigation and pay Baer $70,000.[3]
