2008 Death of Eddie Franco

Multiple officers responded to a report of a man with a gun and found Franco, who appeared to have a gun in his waistband. Franco refused orders to put his hands up. Officers initially fired bean bag rounds. Franco reached for his waistband, and eight officers fired, killing Franco.[4]

Baca and officers Max Koffman, Loren Robinson, Caroline Amezcua, Christopher Anderson, Ryan Green, and Zerai Massey fired at Franco. Their supervisor, Sergeant Matt Hart, did not fire.[4]

Response Timeline

The officers were suspended.[4]

The department, the district attorney, and the Los Angeles County Sheriff's Office of Independent Review opened investigations.[4]

2021 Drug Sales

In February 2021, a witness cooperating with law enforcement informed the FBI that Baca had offered to sell one kilogram of cocaine, two kilograms of "White China" heroin, and an unlimited supply of black tar heroin. The witness reported that Baca stole drugs and cash during routine traffic stops.[3]

On April 29, 2021, Baca gave cocaine to the same witness as a sample for a later sale.[3]

On May 4, 2021, Baca sold the same witness approximately one kilogram of cocaine for $22,000 in cash.[3]

Response Timeline

On October 19, 2021, Baca was indicted by a federal grand jury on two counts of distribution of cocaine. Baca faces 5-60 years in prison.[1]

On October 21, 2021, Baca was arrested.[1]

On October 12, 2023, Baca pleaded guilty to one count of distribution of cocaine. Baca faces up to 20 years in federal prison.[3]
