In August and September 2022, Carbo made four trips to a pawnshop, where he sold department-issued firearms.
On September 22, 2022, Carbo's partner asked him to pick up his credit card, which he had left at a restaurant before boarding an airplane.
Carbo used the credit card to make several purchases.
On September 30, 2022, Carbo used the credit card to retrieve one of the pawned weapons and buy another.
On October 1, 2022, Carbo's partner reported fraudulent credit card charges to the department. An investigation led to Carbo.
On October 5, 2022, Carbo was arrested on four counts of unlawfully pawning service weapons, petit theft, using fake identification, and credit card fraud.
