2021-2022 Sexual Exploitation of Chloe and Alandria Trowbridge

In June 2020, Tobin met 15-year-old Chloe Trowbridge when he interviewed her as part of an investigation. In the winter of 2020, Tobin met Chloe's 17-year-old sister Alandria Trowbridge.[4]

In August 2021, Tobin persuaded Alandria to participate in a ride-along program. Alandria claims that Tobin drove her to a secluded area and initiated non-consensual sex with her.[4]

From August 2021 to March 2022, Tobin continued to persuade Alandria to participate in the ride-alongs, which led to sexual contact on at least 48 occurrences, including at the police department.[4]

In September 2021, Tobin took Chloe and Alandria to lunch. Afterwards, Chloe drove her sister home, and Tobin followed in his vehicle. Along the ride, the two drivers were "messing around and passing each other" until Chloe lost control of her vehicle, crossed three lanes of traffic, and crashed on the other side of the highway. When officers responded, Tobin identified himself as a police officer and described that another vehicle had cut Chloe off, causing her to lose control.[4]

In late 2021, Tobin and Chloe started exchanging nude images and videos.[4]

In November 2021, Tobin and Chloe had sex at the police station.[4]

On March 3, 2022, an IT worker at Chloe's school discovered a cloud-based document in which Tobin and Chloe were exchanging nude images and sexual messages. The Butler County Iowa Sheriff's Office investigated, and discovered that Tobin had similar contact with Alandria.[4]

In March 2022, Chloe ran out of gas in her vehicle. Police Chief Barry Mackey arrived, removed something from the back seat, and left. Chloe believes that Mackey removed a tracking device.[4]

In March 2022, Tobin showed a minor several images from prior criminal investigations that showed other minors engaged in sexual activity.[5][4]

The minor to whom Tobin showed the images reported the incident to the Sheriff's Office.[5]

Response Timeline

The Iowa Division of Criminal Investigation opened an investigation.[1]

On April 1, 2022, Tobin was fired for misconduct.[1]

On May 16, 2022, the city council rescinded Tobin's termination and accepted his resignation, dated March 5.[2]

In September 2022, Tobin was charged with three felony counts of sexual exploitation of a minor and eight misdemeanor counts of sexual exploitation through the use of images of minors engaged in sexual acts.[5][4]

Tobin pleaded not guilty.[4]

In June 2023, Chloe and Alandria filed lawsuits against Tobin, alleging harassment, assault, abuse, coercion, stalking, surveillance, and other crimes.[4]

On October 17, 2023, Tobin was convicted on 11 counts of sexual exploitation.[6][7]

On December 12, 2023, Tobin was sentenced to 15 years in prison.[5]
